Budget rumours and the investor’s dilemma

The ubiquitous Budget Box, an image to signify the upcoming budget in November

The Autumn Budget, originally expected in October, has now been pushed to November 26, 2025. In the world of finance, that’s not just a date change, it’s an extension of uncertainty. And with uncertainty comes the usual swirl of speculation, headlines, and investor anxiety.

As ever, the rumour mill is in full swing. Will we see a lifetime cap on inheritance tax-free gifting? Could capital gains tax be applied to the sale of high-value primary residences? Might National Insurance be extended to landlords’ rental income? Or perhaps the extension of the income tax threshold freeze, quietly pulling more people into higher tax bands without a single rate change?

These are just a few of the ideas floated in the press, none confirmed and all capable of causing sleepless nights.

This isn’t new. Every Budget season brings a fresh wave of “what ifs,” and every year, investors are left trying to make sense of what might happen, rather than what is happening. It’s a bit like trying to plan a summer holiday based on the British weather forecast a month in advance. There are plenty of predictions, but you still pack for rain. We don’t need to wait for the weather forecast to make smart decisions.

At Citywide, we believe in focusing on what we do know. The fundamentals of good financial planning don’t change with the political wind. While we keep a close eye on policy, our advice is grounded in long-term strategy, not short-term speculation.

One change that is coming up that’s more than just market chatter is the rise in the Normal Minimum Pension Age (NMPA) from 6th April 2028. This change is explored in more detail in the following article.

For now, our message is simple: don’t let headlines dictate your financial future. Let’s focus on what’s real, what’s actionable, and what’s aligned with your goals.

If you’re concerned about the Budget or want to explore planning opportunities ahead of November, we’re here to help.
